All those who receive the Kalachakra empowerment, thereby making them all vajra brothers and sisters. When Manjushri Yashas, as the First Kalki, unified the people of Shambhala into one vajra caste, dedicated to following pure ethical principles, he did so in order for them to form a united society with the moral strength to resist an invasion by those who would turn them from their spiritual paths.
