A cosmic emperor ruling with a wheel of authority over several island-worlds (continents). Their bodies have the same thirty-two major marks and eighty minor marks of Sambhogakaya and Supreme Nirmanakaya Buddhas, but they do not share any of the other enlightening qualities of a Buddha.
